Dexterra, a provider of mobile enterprise applications, named Phillip Swan chief operating officer. Swan will work on worldwide sales, operations and partner development. He was at Microsoft as vice president of device solutions sales. Dexterra is headquartered in Bothell and has offices in the United Kingdom and Australia.
