Washington Banking Co., the holding company for Whidbey Island Bank, named Rick Shields chief financial officer of Washington Banking Co. Phyllis Hawkins will continue as a senior vice president and also be a controller for Whidbey Island Bank. Shields has 20 years of accounting experience in Pacific Northwest banks. He was a vice president at Northwest Farm Credit Services and spent nearly 10 years at Seattle-First National Bank. Washington Banking Co. is based in Oak Harbor and operates Whidbey Island Bank, a state-chartered commercial bank. Whidbey provides deposit, loan and investment services and has 18 branches in Island, Skagit, Whatcom and Snohomish counties in Northwestern Washington.
