American Public Works Association

Dick McKinley of Bellingham was elected president of the Washington State chapter of the American Public Works Association. McKinley is public works director for the city of Bellingham. The association's Washington chapter has more than 1,000 members representing public agencies, and public works consultants and suppliers.
