The state Department of Social and Health Services named Dr. Brian Waiblinger chief medical officer. Waiblinger is overseeing Western and Eastern State hospitals. He began his medical practice in 2000 at Western State's Center for Forensic Services. He was co-medical director and attending psychiatrist at Skagit Valley Hospital's Mental Health Center.
