Stalled apartments find new hands

By JOURNAL STAFF

NORMANDY PARK — A small and mostly completed apartment project at 18449 First Ave. S. sold last week for $2.1 million, according to King County records.

The seller was Tran Investment LLC, which acquired the project — then under construction — in 2000 for $2 million. The property faces east to Highway 509 (First Avenue).
