Mike Horgan has joined the Special Projects Division of S.D. Deacon Corp. of Washington as a superintendent. Horgan was previously with Express Construction. He is handling construction of two buildings at Frontier Village in Lake Stevens for Deacon. He holds a degree in construction from the Penta County Vocational School in Louisiana.
