Project manager Richard Franssen relocated from Hensel Phelps' Northern California District to its Pacific Northwest team in Bellevue. Franssen has 15 years of construction experience, covering over $3.4 billion of design-build and $2.5 billion of aviation projects. He holds a bachelor's degree in civil engineering from Oregon State University.
