Talks resuming today over Nile River dam

    JOHANNESBURG (AP) — Negotiations between Egypt, Ethiopia and Sudan over the controversial dam that Ethiopia is building on the Nile River will resume today, according to the chairman of the African Union, South African President Cyril Ramaphosa.
