Study: Washington highways ‘improve' to 42nd in the nation

Washington was ranked ahead of California but behind all other western states, in terms of overall cost-effectiveness and condition of highways.

A study released last week shows Washington state highways improved from 45th to 42nd in the nation, in terms of overall cost-effectiveness and condition. North Dakota ranked first and New Jersey was last.
