SEATTLE — Four years back, life-science plans emerged just east of Seattle Center from landowner Diamond Parking, developer Urban Visions and architect Perkins&Will. That site is now mostly parking, and was once home to the Ride the Ducks tour business. It's north of the new skatepark, where Broad Street once ran.
Now there's a new seven-story apartment plan at 318 Fifth Ave. N., with no architect obviously attached. It calls for 144 units and 105 underground parking stalls. The latter would be accessed from the east alley.
