Built in 1909 by David Dow, a prominent contractor in his day, the Eastern is an early example of the typical turn-of-the-century, multi-story apartment hotels that were common in the International District. The original owner was the Wa Chong Co. which played an important role in Seattle's Chinese community.

Originally, the 100-room hotel was built to house Filipino, Chinese and Japanese men who worked in canneries, railroads and lumber mills. The rooms were about 10 by 11 feet and residents of each floor shared a restroom and bath tub.
The renovation designed by Kovalenko Hale Architects focused on upgrading the interior and exterior while keeping them historically accurate. Rooms were converted to apartments while maintaining much of the original layout, plaster and millwork. On the exterior the decorative stained brick pattern was restored.
The owner is Interim Community Development Association and the contractor was Marpac Construction. Structural engineer was Pai Lin Engineering and Sider & Byers Associates was mechanical engineer. Electrical engineering was by T.E. Inc.
