$73,530 fine for diverting water

SPOKANE — Ecology says that during the 2014 irrigation season, Touchet Eastside Westside Irrigation District illegally diverted water that had been set aside to protect stream flows for threatened steelhead in Touchet River.

The district had agreed to place water into state trust in 2009 in exchange for funding to help upgrade the system.

Ecology has fined the district $73,530 and will require access to real-time water use data.

The Touchet River is part of a watershed considered critical habitat for threatened fish.

The district has 30 days to appeal to the Pollution Control Hearings Board.
