It's pins-and-needles time for developer Joe Blattner, president of Tarragon. His Seattle company is partnering with the city of Kent on Kent Station, an ambitious downtown redevelopment project.
When the real estate market was booming, the city bought 18.2 acres near the Sounder commuter rail station for about $14 million. Then came the bust.
