Kitsap Physicians Service, KPS Health Plans, has promoted three employees at its Bremerton headquarters office. Stacy Vagts, formerly health information network coordinator, has been named director of marketing. She joined KPS in 1994. Gail Donovan has been named credentialing manager for the newly formed Northwest Credential Verification Service, which provides verification services to medical professionals in the state. And, Marie Mulroy has joined KPS as wellness coordinator. She was formerly an education consultant in Maryland and developed job training programs for nurses.
The City of Seattle has received the Distinguished Budget Presentation Award -- the highest form of recognition in government budgeting -- from the Government Finance Officers Association (GFOA) for its first biennial budget. To receive the GFOA award, a city must publish a budget that meets rigorous criteria as a policy document, an operations guide and as a communications device. Seattle adopted a two-instead of one-year approach to budgeting to improve its ability to set priorities and plan the direction of city government activities, according Budget Director Judy Bunnell. With biennial budgeting, the $3.36 billion, 600-page budget is based more in policy and provides citizens and decisions makers with a longer time line to review policy and budgetary decisions. It was prepared by the City Office of Management and Budget, now the Office of Management and Planning.
Stan Laegreid, associate principal and retail specialist from Seattle-based Callison Architecture, will discuss "Entertainment Retail Unplugged -- Retail Design as a Marketing Strategy" at the September 26 breakfast program of the American Marketing Association's Puget Sound Chapter. Callison provides a broad range of architectural, interior and graphic design services to business leaders worldwide. The firm has been responsible for dozens of major shopping center renovations around the country as well as retail construction, including Grand Gateway, a 3.2-million-square-foot retail entertainment facility in Shanghai, China. For 20 years, Callison has also been the exclusive designer for Nordstrom department stores. In addition to his work for Nordstrom stores and shopping centers, Laegreid helps manage the firm's work in South America. Among some of the principal projects, Legreid oversees the design of Chile's largest department store, Fallabella. The program will be held from 7:15 to 9 a.m. at Bellevue's Red Lion Inn. Recreational Equipment Inc., a national retailer of outdoor gear and clothing, has promoted Atsuko Tamura to financial and tax manager, a new management position within the finance division of its administrative headquarters in Kent. Tamura most recently served as the finance division's senior tax analyst/general accounting supervisor. REI operates 43 retail stores, a mail order service, and an adventure travel company, REI Adventures.

Auburn-headquartered Base-Line Inc., an international manufacturer of graphic arts supplies, is expanding its sales staff. Jeffrey C. Plumb has been named account representative for the West Coast, responsible for supporting the company's dealers in 19 states. Most recently, Plumb served as a systems consultant with a major telecommunications company. Kelly R. LaLonde is the new inside sales/customer services representative. He joins Base-Line from a senior sales position at an international distribution company.
In a reorganization of Paratransit Services, Steve Hutchins has been promoted from transportation manager and deputy director to executive vice president of consulting and market development, and Mel Petrie, administration manager for the past three years, was named executive vice president of finance and administration. Hutchins has 17 years of experience in transportation services management, with expertise in marketing, operations and starting up new systems. He has worked for private non-profit, private for-profit and public transportation companies. During the past 20 years, Petrie has worked in the public and private sector, for employers including the Washington State Department of Revenue and the U.S. Department of Housing and Urban Development.
Seattle-based communications firm Elgin Syferd/DDB Needham has hired Jan Hata as production manager. Hata comes from Paradigm Communications Group, also in Seattle, where she was advertising production manager for four years. Elgin Syferd Public Relations, ES/DDBN's PR affiliate, has hired Mary Ramos as senior account executive. Ramos was previously a communication specialist in King County Metro's Water Pollution Control Department for the past four years . Also, Tracey Cartwright, who has been with ES/DDBN for three years, was promoted from media manager to media supervisor.
Robert Low has opened Low & Associates Inc., a full service investment real estate appraisal and consulting firm in Kirkland, 218 Main St., Suite 495. Low, who is state certified in Washington and Idaho, has provided appraisal, market studies and general consulting services to clients throughout the Pacific Northwest for more than 10 years
Richard Stevenson has been named chief operating officer for Clise Properties. Stevenson joins Clise with more than 14 years in property management. He most recently spent six years as a general manager with Harbor Properties Inc.
Matthew Balkman has been appointed a senior investment associate of Marcus & Millichap Real Estate Brokerage Company.

Greg Laycock and Ed Watts of Grubb & Ellis' Seattle investment properties division recently negotiated the sale of the Brentwood Apartments for $5,340,000. Brentwood Apartments is a 117-unit apartment complex in Everett located at 805 112th St. S.E.
