TRIsource

TRIsource, a Seattle-based provider of Windows development services to independent software vendors, has promoted Heidi McAllister to executive vice president and Gerald Weltner to vice president/marketing. McAllister has worked as a senior software engineer and a human-factors expert since joining the company in 1993. Prior to that, she worked for two years as a software engineer at Bellevue-based Adonis Corporation. She also was a software engineer at Bright Star Technology in Bellevue and a programmer intern at the National Aeronautic and Space Administration (NASA) Ames Research Center in San Jose, Calif. Weltner, who joined TRIsource soon after its founding, in 1993, heads the company's efforts to attract new clients and new employees. Prior to that, he was product manager and program manager at Microsoft Corporation and director of marketing for contract services at Connectsoft in Bellevue.

Northwestern Trust

Seattle-based Northwestern Trust And Investors Advisory Company, providing trust, custody, and investment management services, has elected David C. Williams to president & chief executive officer. Williams brings 18 years of trust and investment experience in the Northwest to his new role. Prior to his election as president and chief executive officer, Williams served as the managing director for Northwestern Trust.

Morrison & Foerster LLP

San-Francisco-based Morrison & Foerster LLP has announced that the firm will be closing its eight-lawyer office within the next few weeks. Nevertheless, the firm will continue to represent clients in the Seattle area, especially in the areas of intellectual property and major litigation. The decision to close the office was based on the mutual conclusions of the environmental partners in the Seattle officer and firm management than the goals of each would be best achieved if the formal relationship ended. Partners Rodney L. Brown Jr. and Bradley M. Marten will set up their own Seattle-based environmental and litigation firm, Marten & Brown. Litigation partner Michael L. Zigler will relocate to one of Morrison's San Francisco Bay Area offices.

Seattle Pacific University

SEATTLE (AP) -- Seattle Pacific University provost Philip Eaton has been named the school's new president by the university's board of trustees. Eaton replaces Arthur Self who resigned in May, after less than a year on the job. Eaton came to the private liberal arts school in 1993 as vice president of academic affairs and was promoted to provost last March. During his tenure, he has overseen major changes at the school, including reducing the number of academic schools from nine to four, creating a College of Arts and Sciences and setting up a five-year academic plan. Before coming to Seattle Pacific, Eaton was interim president at Whitworth College in Spokane for the 1992-93 academic year. He taught at the school for 17 years.

Annual Conference on Peritoneal Dialysis

The Washington State Convention and Trade Center will host a conference on peritoneal dialysis, bringing nearly 3,000 health professionals from more than 40 countries to Seattle from February 21 through February 23. The 16th Annual Conference on Peritoneal Dialysis, sponsored by the University of Missouri Health Sciences Center, brings together researchers and practitioners to share new developments in the technique. Using the patient's abdominal cavity to do the work of healthy kidneys, peritoneal dialysis had made dialysis more convenient for kidney patients and brought a lifesaving technology to less developed countries that cannot provide hemodialysis on a widespread basis.

Bellevue Boys & Girls Club

Bellevue Boys & Girls Club, focusing especially on the at-risk youth in the community, had named Rich Smith, from the firm of Lee, Hecht, and Harrison, chairman of the board for 1996. Smith joins John Sothern, chairman elect; Tere' Foster, secretary; and Dave Rehfeldt, treasurer.

Vernon R. Enns has joined Donald Beach and Harry Bower as principal of Halvorson, Beach & Bower, Inc., Mechanical Engineers. Enns graduated from Seattle University in 1983 and joined HBB in 1985. He has been a stockholder and associate in the firm since 1989. Enns is currently managing projects for Anacortes, Burlington-Edison, Conway, Lake Stevens, Mount Vernon and Mukilteo school districts.

Golder

Kent M. Angelos is the new office manager and Western regional manager for Golder Associates Inc. of Redmond. Angelos is an environmental scientist with over 17 years of experience in environmental consulting in seven western states, and his clients have included the Air Force, Department of Energy, Coast Guard, Army Corps of Engineers, Bechtel Hanford, Westinghouse Hanford, Ford, Monsanto and Texaco.

AVL/E

Michael Iovin and Sid Scott have each been promoted to principal of Architects Van Lom/Edwards (AVL/E) of Portland. Iovin, who was educated in Romania and began his career in Chicago, leads the firm in hospitality and elderly housing design. He recently completed a five-story expansion for Hallmark Inns and Resorts in Newport, Ore. and is currently designing the Rogue Regency Convention Center in Medford, Ore. Scott, who joined the firm in 1990, was responsible for the recently completed Washington County offices for the Community Action Organization and the Maginnis Foundation's Housing for the Developmentally Disabled. He is currently project architect for Harkins House, a juvenile shelter in Washington County.

Yanick

Devin Johnson, project manager at Miles Yanick and Company/Architects and Planners, has been awarded a Construction Documents Technologist certificate from the Construction Specifications Institute (CSI). Johnson was the project manager for the recently completed Central Market in Poulsbo.

Merit

Austin Huang, owner of Merit Engineering, Inc. of Bellingham, was invited to give a presentation at the American Geophysical Union Conference in San Francisco last December and has presented his research on Rock Mechanics.

Construction Associates

Stuart M. Allen has joined Construction Associates Inc. as senior estimator. Allen is a 20-year veteran of the local construction industry, with experience as project manager, project engineer and estimator of commercial, military and public projects. He is a member of the American Society of Professional Estimators and holds a bachelor of arts degree from Whitman College.

Lozier Homes

Michael D. Levy has been named president of Lozier Homes Corp. of Bellevue. The residential builder also announced Gary R. Sanford has been promoted to executive vice president. Levy has been with the company since 1978, most recently as executive vice president and division manager. Sanford has been with Lozier for 11 years, previously as vice president and division manager.

OCAPA

Dick Angstrom, longtime director of the Oregon Concrete and Aggregate Producers Association (OCAPA), has announced his plans to retire. OCAPA's board of directors is seeking a replacement for Angstrom and want to have a new director selected by May 1. The board is looking for an individual to represent the organization in land use, natural resources, environmental and public relations, and association management. PacifiCare

PacifiCare, a managed care organization serving members in Washington and Oregon, has selected Anne Golden as director of human resources for its Northwest region. Golden formerly served as vice president of human resources at HealthSource New Hampshire, a managed care organization. She also held human resource positions at Wang Laboratories in Massachusetts and Kollsman Instrument Co. in New Hampshire.

TCI Media Services

Seattle-based TCI Media Services, a division of cable operator Tele-Communications Inc. coordinating cable advertising sales, has appointed Kathi Ainsworth-Jones to the position of regional marketing director for the company's newly formed Great Northwest region. Previously, Ainsworth-Jones was research director at TCI-and Viacom-owned Northwest Cable Advertising in Seattle.

Toll Free Cellular

Timothy J. Kregor has been named vice president of marketing for Toll Free Cellular, a locally-based company providing cellular telephone users with toll and airtime-free service. Kregor brings more than 18 years of marketing and brand management experience to Toll Free Cellular. He began his career at Kraft General Foods where he held six senior-level marketing positions over a 15 year period. As vice president and general manager of Cultured Products & Toppings, Dairy Group, Philadelphia, Kregor directed 250 people in all marketing, sales and finance functions. Prior to joining Kraft, Kregor served as senior vice president of marketing for Digital Cable Radio Associates L.P., a partnership between Sony Software, Warner Records, EMI Music, General Instrument, Cox Cable, Continental Time/Warner, and Adelphia.

Organik Technologies

TACOMA -- Organik Technologies Inc., a designer, manufacturer and seller of all natural, cotton knit products, has announced that William L. Bryson has been appointed its president and chief executive officer and that William F. Gould has been appointed its chief financial officer. Bryson replaces Jeff Harden as chief executive officer and John Lindsey as president and Gould replaces Greg McWade as chief financial officer. And, Finn E. Walstad, Organik's founder and developer of the Organik fabric process, has been named executive vice president of technology. Previously, Walstad served as chairman. Bryson has been a consultant to the apparel industry for many years and has served in executive positions with Britannia and McGregor (Botany 500), among others. Gould has served as chief financial officer to CMS Casuals and Synpac Corporation after having practiced public accounting with a Seattle accounting firm.

The Convention and Visitors Bureau

As Robert Ford, president and chief executive officer since 1991, is leaving the East King County Convention and Visitors Bureau, a facility promoting the tourism and hospitality of East King County, to pursue a new opportunity in the Portland lodging industry, the bureau has announced the beginning of a nationwide search for a new chief executive officer. The Convention and Visitors Bureau, headquartered in Bellevue, markets the Eastside to meeting and convention planners, group tours, and leisure travelers. The bureau is a marketing arm for the Meydenbauer Convention Center and currently represents over 400 businesses and communities in East King County.

RCA

Richard Carothers Associates, Ltd. (RCA) is now preparing an industrial development plan for 325 acres of public and private land which abuts the William R. Fairchild Industrial Airport in Port Angeles. The client jurisdictions, Port Angeles and Clallam County have been heavily impacted by the restructuring of the timber industry as well as more recent salmon fishing closures (see "Port Angeles," below). The plan area consists of 79 acres lying north of the airport and 246 lying to the south. The two properties are strategically located because they are adjacent to the airport and a short distance from the harbor and downtown Port Angeles. The properties have very good access. According to RCA principal Richard Carothers, the two sites can yield up to 4,500,000 square feet of light manufacturing, assembly, distribution, high technology and office development space for the employment of over 6,000 people. Since the available land will hold more development than Port Angeles can reasonably expect to attract, other land uses -- such as a municipal golf course -- are being considered. RCA is using stormwater5omwater detention ponds in the firm of naturalistic water amenities, thus satisfying both the stormwater drainage requirements of the development and the aesthetic senses of the employees and visitors. This was done by RCA at Dawson Creek Corporate Park, an award-winning project in Hillsboro, Oregon. Ballantrae International, a subconsultant to RCA, has created an Economic Development Plan for Fairchild Industrial Park addressing the user types who are most likely to be attracted to the site. The entire industrial development plan is now nearing completion.

Port Angeles tries to build back economy

The Port Angeles office of the Washington State Employment Security Department estimates that over 2,000 direct jobs have been lost in Clallam and Jefferson Counties as a result of the reduction in timber supply. It is further estimated that for every direct job lost, an additional one and one half indirect jobs are lost. According to local sources, business and job losses are still occurring. Salmon fishing closures have created an additional blow to the country. Last year's closure resulted in high unemployment, reduced retail sales, soft and deflating housing markets and reduced government income. The City of Port Angeles estimates that the salmon closure has already result din over $2 million in reduced sales within the community, in addition to a direct reduction in tax revenues. There are many other signs of serve economic distress. The per capita income of the county was $16,957 in 1991, compared to the state average of $19,521. Unemployment for the 25,000 person labor force averaged over 9.5 percent between 1990 and 1993. In the first five months of 1994, unemployment averaged 9.74 percent. In June of 1994, the jobless rate improved to 7.2 percent before settling at 7.5 percent in August. A deeper look at the unemployment figures show that this significant reduction in unemployment is the result of a reduction in the actual fork force of between 1,200 and 1,400 persons. The reductions due to the loss of seasonal job opportunities and expiration of unemployment benefits. If an adjustment is made for this work force reduction, unemployment is nearly 12 percent.
