PCAPA

Donald R. White of Olympia has been named executive director of the Pacific Coast Association of Port Authorities. He will succeed Lew Holcomb to head the 84-year-old organization. PCAPA is the second oldest port organization in the country, representing ports in Washington, Oregon, California, British Columbia, Hawaii and several southeastern Pacific island ports (Guam, Saipan and Pohnpei). White is a former executive director of the Washington Public Ports Association.

Noble House Hotels & Resorts

Phil Brown has been named president of Noble House Hotels and Resorts. Brown has served as chief financial officer for Noble House for the past eight years. Prior to that, he was controller for the Sheraton Seattle Hotel & Towers in Seattle. Kirkland-based Noble House owns and operates hotels throughout the United States. The company presently manages over 1,700 hotel rooms in eight hotel and resort properties.

Steve's Copy & Blueprint, Inc.

Steve's Copy & Blueprint, Inc. has announced the opening of a full service production facility at 307 Main St., Mount Vernon, serving the Skagit Valley area. The new facility, like the Steve's store in Bellingham, will offer copies, oversized copies, blueprinting, offset printing and retail goods such as: blueprint supplies, plotter supplies, architectural and engineering supplies. Linda Suggs, formerly the Computer Graphics Department production manager of Steve's, will lead the staff in Skagit Valley as Operations Manager. Vickie Suiter will serve as the sales and marketing associate, Bob Yaple will act as the offset Print Manager.

Puget Sound Chapter of Public Relations Society of

Laurel Ruelos, marketing coordinator for Seattle Market Center (SMC), has been named the 1995 Outstanding New Member of the Year by the Puget Sound Chapter of the Public Relations Society of America (PRSA). Ruelos currently serves as editor of the Puget Sound Chapter's PRSA newsletter. During 1995, she served as a member of the chapter's Membership Committee, coordinating hospitality ambassadors for the monthly PRSA luncheon meetings. Ruelos also served as a volunteer at the National PRSA Conference, which was held in Seattle last October. As marketing coordinator for SMC, Ruelos supports the marketing efforts of the Seattle Design Center and the Seattle Gift Center, two properties leased, managed and marketed by SMC. Ruelos' experience includes internships at SMC and the Washington Chapter of the March of Dimes. She received her bachelor's degree in communications for the University of Washington in 1991.

WHaM Communications

Colleen Miller, former partner of Elite Sports & Events in Denver, Colo., has joined WHaM Communications as an account supervisor. Miller brings with her 13 years experience in consumer product marketing, sports promotions, special event creation and sponsorship management. At WHaM she will oversee both consumer and trade media outreach campaigns for Muzak, Sun Dog, a Seattle manufacturer of travel bags, camera cases and accessories and Provident Ventures, a Bellevue-based interactive software company.

Emerald Downs

John Melchiorhas been named Executive Chef at Emerald Downs, the Throughbred racetrack currently under construction for its June 20 opening. Melchior joins the Emerald Downs staff after spending more than five years as Executive Chef at the Washington Athletic Club. Melchior will oversee the preparation of food that will be available at the Turf Club, Rainier Terrace, two food courts, four concession stands, box seats, luxury suites and six bar areas at the racetrack. He will also coordinate catering for group events. Melchior currently is Chairman of American Culinary Federation's apprenticeship program for the Washington State Chef's Association.

Hunt Marketing Group

Hunt Marketing Group (HMG), a Seattle-based direct marketing agency, has hired six new employees in its Seattle and Phoenix offices. The new Seattle-office employees are Glynis Delargy, assistant controller; Chris Garces, account coordinator; April Low and Virginia Wright, production artists; and Christa Vibber, receptionist. Jennifer Campagna has been hired as an account coordinator/receptionist for the agency's five-person Phoenix office, which opened January 2, 1996. Delargy previously was controller at Long Painting Company and a senior accountant at Konigsberg & Wolf CPA's, both of Seattle. Garces served as a special project coordinator with the Seattle SuperSonics and interned at Bondo & Remer Creative Marketing of Seattle. Low previously worked for Pacific Northwest, Seattle, Alaska Airlines and Nine (KCTS-TV) magazines. Wright, who owns a design and computer graphics business, formerly was a production manager at Form Graphics, Inc. of Seattle. Vibber joined HMG from LeGros, Buchanan & Paul, a Seattle law firm. Campagna formerly was marketing director at Paper Moon Design in Phoenix.

Tarr Inc.

Skip Tarr has been named president of Tarr Inc., a distributor of organic and inorganic chemicals, solvents and lubricants; and an operator of cardlock petroleum outlets in Oregon and Washington. Tarr is taking over for his father, Byron, who still remains president of the firm's Arizona operations and chairman of the board of directors.

Draft Habitat Conservation Plan ready

OLYMPIA -- The state Department of Natural Resources has spent the past two years developing a draft Habitat Conservation Plan (HCP) for 1.6 million acres of state trust lands. The draft of the 50-to 100-year plan, which has been crafted in harmony with the federal Endangered Species Act, is now available for review. The HCP, which is about 400 pages long, may be seen at Seattle, Tacoma and Everett public libraries, as well as in the government publications section of the University of Washington's library. The Department of Natural Resources will mail copies of the HCP to interested people who call (360) 902-1393 or (360) 902-1731. A draft environmental impact statement (DEIS) for the proposed plan is expected to be ready for public review by March 22. A 60-day comment period will follow the release of the DEIS. Public hearings are planned in Vancouver, Spokane, Seattle, Port Angeles and Olympia in April and May. The exact times and locations will be announced later this month.

Pollution Prevention Expo in Spokane

SPOKANE -- The Inland Northwest Pollution Prevention Expo '96, an environmental forum and technology trade show for businesses, is scheduled for April 10 at the Spokane Convention Center. "Pollution Prevention Is Good Business" is the theme of the seventh annual conference, which will take place from 7:30 a.m. to 4:30 p.m. Industrial ecology expert and author Paul Hawken will deliver a speech based on material from his new book, Factor Four: The Next Industrial Revolution, during a luncheon and general session from noon to 1:45 p.m. Seminars will be offered throughout the day on subjects such as hazardous wastes, recycled automotive products and medical supplies, ISO 14000 environmental standards, water quality issues, environmental inspections, air emissions and updated environmental regulations. The Spokane Convention Center is at 334 W. Spokane Falls Blvd. Pre-registration is required for meals. The cost is $15 for breakfast, $25 for lunch or $35 for both. Hanford management contract bidding

RICHLAND -- Interested companies have until March 15 to submit bids for Hanford's new management and integration contract. The U.S. Department of Energy is seeking proposals from results-oriented contractors to manage the Hanford site. The contract is estimated to be worth $4.6 billion over the first five-year period, and it contains options for an additional five years. Selection of a winning management and integration contractor is expected in June. After a transition period, the new contractor would assume full site management responsibilities on Oct. 1. A public meeting about the Hanford cleanup is set for 7 to 9:30 p.m. March 19 at University Lutheran Church, located at the corner of 16th Avenue Northeast and Northeast 50th Street in Seattle. Speakers from the Department of Energy, the Department of Ecology, the Environmental Protection Agency and the citizens' group Heart of America Northwest will make presentations at the meeting.

Cross-Cascades pipeline meetings

The Olympic Pipe Line Company has submitted an application to the Washington State Energy Facility Evaluation Council (EFSEC) to construct a 227-mile pipeline to carry petroleum products from western to eastern Washington. Public meetings about the environmental impact statement (EIS) for the project are planned in several cities near the path of the pipeline. EFSEC and cooperating federal agencies are working on an EIS that will evaluate the project's impacts and alternatives. Public comments will be considered during the preparation of the EIS. Each meeting will feature an informal open house at 5 p.m. and a land use hearing, EIS scoping and public comment period at 7 p.m. Meetings are planned for the following days and locations: today, Ellensburg High School, 1300 E. Third Ave., Ellensburg; Wednesday, Jackson High School, 1508 136th St. S.E., Mill Creek; Thursday, Snoqualmie Middle School, 9200 Railroad Ave. S.E., Snoqualmie; March 26, Red Rock Elementary, 917 Ahlers Road, Royal City; March 27, Columbia Basin Community College, 2600 N. 20th Ave., Pasco; and March 28, Othello High School, 340 S. Arbor Day orders due this week

OLYMPIA -- April 10 is the day for Washington state's 79th Arbor Day celebration. The Washington Arbor Day Council is now taking orders for evergreen seedlings, ornamental seedlings and Arbor Day patches from community organizations and individuals who plan to celebrate Arbor Day. The orders must be received by Friday. The Arbor Day Council is providing about 57,000 seedlings despite the severe flooding that swept through the IFA Nursery in the Nisqually River delta. The IFA Nursery supplies 80 percent of the seedlings the council provides to community groups across the state. To receive an order form, call the Arbor Day information hotline at (360) 902-1151. List of hazardous sites updated

OLYMPIA -- The state Department of Ecology has updated its Hazardous Sites List and Notice of Hazard Rankings. The list of contaminated sites is updated twice a year and includes sites across the entire state of Washington. A total of 637 sites are now on the list. There are 22 newly ranked sites, 19 sites which have been determined to require no further action and 28 sites which have been removed from the Hazardous Sites List.
