The World Trade Club will present the annual Governor's Trader of the Year Award to a company or individual who has made outstanding achievements in international trade. This year the group will also present the Governor's Emerging Trader Award to a small to mid-size company. These awards are given to Washingon-based companies and will be presented at the club's annual dinner in May. To submit a nomination, contact the World Trade Club at (206) 448-8803 by March 27. Previous winners include Eddie Bauer (1995), Ederer Inc. (1996) and Pacific Housing Materials and Design (1997).
AdvanceOnline, a Seattle-based company that designs and develops training and testing programs delivered via the Internet, recently closed a round of private financing that will fund the firm's continued expansion. The company was founded in 1996 and offers distance learning to associations, corporations, institutions and individuals. The focus is on environmental compliance, emergency response and occupational health and safety. Major clients include the US Army Corps of Engineers, Associated General Contractors and the Environmental Protection Agency.
Paul Guppy has been named vice president for research at the Washington Institute Foundation, a non-profit free market think tank in Seattle. Guppy formerly worked in senior legislative positions in Washington, D.C.
Firstaff has changed its name to Affinity Staffing Group. Affinity will provide temporary and permanent staffing for office and accounting, technical support, call centers and medical offices. Affinity will maintain its present location at Kirkland Parkplace Center.
American Seafoods Co., a Seattle-based seafood harvester and processor, has hired Glenn Llopis to head the sales and marketing efforts for the Frionor U.S.A. division. Llopis will be responsible for management of food service operations throughout North America.
Sandusky Radio has appointed Don McGovern as sales account executive for KIXI-AM 880. McGovern will sell commercial time and create product packages. McGovern has nearly 30 years of radio sales experience. San Francisco-based Sandusky Radio owns and operates 10 radio stations, including five in Seattle.

Nora Masters recently joined the Seattle offices of Deloitte & Touche as director of internal audit services in the cosourcing group of Enterprise Risk Services. Masters has eight years of governmental performance and operational auditing experience, as well as three years experience in public accounting. Deloitte & Touche is a national professional service firm, providing accounting, auditing, tax, and management consulting services.
Victoria San Juan, M.D., and Kelly White, M.D., have recently joined the medical staff at PacMed- Northgate, located at 10416 5th Ave. N.E. in Seattle. Pacific Medical Center is a health care provider network with 18 clinics in the Puget Sound area.
Richard A. Salogga has been name principal of Northwest Architectural Company, where he is director of medical care facilities design for Western Washington. Salogga has thirty years of experience in architecture and joined Northwest Architecture Company two years ago after the closing of the architecture firm Veninga and Salogga. He recently completed the design of a $16.5 million addition to Highline Community Hospital.
Patrick Nassif has joined Abacus Engineering Systems as a senior mechanical engineer. He was most recently operations and construction manager for Control Contractors, Inc. and has also served as president of Careco, Inc. prior to its integration into McKinstry Co. At Abacus, he is now controls specialist for a planned $10 million campus-wide energy systems improvements project at Central Washington University. Tim Mason has joined the firm as energy monitoring and verification specialist. He is past manager of facilities for Zymogenetics and manager of engineering for Group health Cooperative's East Side Hospital. Kristina Sing has joined the firm as a mechanical engineer. She is currently working on a mechanical systems replacement project for the Health Building at Renton Technical College.
Dana Carlisle and Terry Parks have been promoted to the level of associate in the Tacoma office of GeoEngineers. Carlisle specializes in site assessment and characterization, permitting, remediation systems and site closure under Washington's Model Toxics Control Act. Parks manages investigations and remediation of soil and ground war contaminated by hazardous substances at industrial sites. Other recent promotions at GeoEngineers include Jim Roth to "Senior 2 Environmental Engineer"; Doug Argo to "Senior Geotechnical Engineer"; Dave Cook to "Project Environmental Engineer"; Craig Erdman to "Project Engineering Geologist"; and Gary Stevens to "Staff Environmental Engineer".
Mark Frost has joined Yost Grube Hall of Portland as an architect. He is a graduate of Oxford Brookes University and has worked for Perkins & Will in New York. Duc Ly has joined the firm as an architect. A graduate of the University of Oregon, he has worked as an intern and job captain for several design firms. Sarah Stewart has joined Yost Grube Hall as an interior designer, and is currently working on projects for the University of Oregon Law Center. She holds a degree in interior design from Bassist College. James Moore has joined the firm as an architect with experience in residential and education projects in Portland and on the East Coast.
Richard S. Fitterer has been named president of SJO Consulting Engineers, Inc. of Portland. He was previously vice president and secretary and has been with the company since 1973.
Harry Jones II has joined DCI Engineers as principal of its new Portland office. He recently worked as construction manager on the seismic renovation of several major campus buildings at Stanford University, and has also worked on capital improvements there. Mark Aden has joined the firm as principal of its new Spokane office. He has been responsible for structural engineering and construction management of a variety of high rise buildings and multi-story parking structures.
Kevin Thomas has joined Triad Associates as a landscape architect. He is currently involved in design for the Silverleaf and Glad properties in Bellevue. Lee Ann Fraser has been named as associate with the firm. She joined the firm in 1992 as a project administrator. David Sala has also been made an associate. Sala joined the firm in 1992 as a civil engineering technician. Angie Welter has joined the firm as an accounting manager. She has a business degree from the University of Washington.
Michael O'Neal has joined the Seattle office of Herrera Environmental Consultants as director of engineering. Previously with Brown & Caldwell, he has worked on many large water related project throughout the state, including creek diversions and large stormwater and flood control projects.
William Mutter has joined O'Connor Associates, a Bainbridge Island commercial and residential architecture firm. He will manage design and construction of the Main Campus Building at Deep Springs College near Mammoth Lakes, California.
