Eugene A. Larson was recently named president and chief operating officer of Cytran Ltd. and its U.S. subsidiary, Cytran Inc., a Kirkland-based developer of small peptide compounds for the treatment of cancer and modulation of the immune system. Larson has founded three and led five successful medical technology companies.
Douglas N. Cutting was recently promoted to vice president of Sterling Savings Bank, a Spokane-based stock savings association. Cutting formerly served as business banking loan officer in the Bellevue business banking office.
Craig V. Sosey was recently named portfolio manager of the U.S. Government Securities Fund, one of 23 mutual funds in the WM Group of Funds. Sosey formerly served as vice president of WM Advisors Inc., investment advisor for the WM Group of Funds. Jason Purpura, Catherine Tong and John Friedl were recently hired as investment analysts for WM Advisors Inc. WM Advisors is affiliated with Washington Mutual Inc.
Candidates are currently being accepted for the Seattle Women's Commission, which advises the mayor and city council on issues of concern to women and recommends policies and legislation regarding women's rights. Up to six new members will be appointed for two-year terms. Participation requires a time commitment of 8 to 10 hours per month. The International District Village Square's Legacy House was recently selected as one of 20 projects in the country to receive a $395,000 grant from The Robert Wood Johnson Foundation's Local Initiatives Funding Partners Program. Legacy House, the only assisted-living facility in the state to serve 100 percent low income elders, also provides multi-lingual services for elders. Legacy House includes 50 assisted-living units, 25 units of independent senior housing, adult day care health and ethnic nutrition programs.
Michael Purdue has been named manager of end-user infrastructure for Harborview Medical Center. Purdue formerly served as senior systems analyst at Providence Yakima Medical Center.

Randall C. Riffe has been named chief operating officer of QPoint Network, a $1 billion mortgage company. Most recently, Riffe was CEO and financial adviser to the chairman at Unger and Associates of Dallas. He also has held executive posts with RHP Mortgage, Lane Mortgage and Lynnwood Savings Bank. The 4-year-old Qpoint, a private company based in Bellevue, has grown to 22 offices in Washington, Oregon and Idaho and employs 300 people.
John Miller has been promoted to assistant controller of Unico Properties. He now oversees corporate accounting functions in addition to working as property accountant for Unico's Metropolitan Tract properties in Seattle and Wells Fargo Plaza in Tacoma. He has been the property accountant for the tract since joining Unico two years ago.
Laurie McVey has been promoted to branch manager of First American Title Insurance Co.'s new Northgate branch in Seattle. Previously, she was a sales representative for First American and has more than 15 years' experience in title insurance. Prudential Northwest Realty Associates again has won the Pinnacle Office Award for finishing in the top 10 nationally in 1998 sales among Prudential Real Estate Affiliates. The company has two West Seattle offices, one in Kent and one in Federal Way. Prudential Northwest also was recognized for finishing in the top 40 companies out of 1,600 in North America and for finishing second in sales among offices west of the Mississippi River. Prudential Northwest and Carolyn Hultquist, manager of the company's Relocation Inc., won the Spirit of Partnership Award for exceptional customer service.
Employees of Windermere's Madison Park, Lake Forest Park, Lakeview, Northgate, Sand Point and Wedgewood offices and the Windermere Foundation have donated to $5,750 to various schools and charities. The 10-year-old foundation has raised more than $3 million to help homeless and other low-income kids in Washington, Oregon and Idaho. Also at Windermere, Mark Murray has joined the Magnolia office in Seattle as a sales associate. He had worked for Group Health.
Troy St. George has been promoted from examiner to title officer by Commonwealth Land Title Insurance. He works in the Bellevue office. Previously, he worked for Cowlitz County Title Co.
The Federal Home Loan Bank of Seattle provided more than $22 million in grants and reduced-rate loans to help financial institutions fund affordable housing and community development in 1998, according to Norm Rice, president and CEO of the bank. The Seattle bank, one of 12 Federal Home Loan Banks nationally, serves more than 300 financial institutions in the West and has assets of more than $36 billion.
