Longtime political journalist David Schaefer has joined the staff at Seattle-based public relations firm Gogerty Stark Marriott. Most recently, Schaefer served on the staff of U.S. Representative Jim McDermott. He focused on issues involving health care, Medicare, Social Security, international trade and trade relations.
Dallas Otter has been named senior vice president of Kibble & Prentice, a Seattle-based financial services firm. Otter is an account executive in the retirement plan services division of the firm.
Stephanie Simmons Ray has joined the law firm of Lane Powell Spears Lubersky in the Seattle office as an associate. Ray concentrates her practice in intellectual property, Internet and e-commerce, corporate law and business information.
Talisma Corp., a Kirkland-based full-service provider of electronic customer relationship management solutions for e-businesses, announced that Donald Seaton has joined the company as chief financial officer. Seaton joins Talisma from SonoSite, a publicly traded medical device company. As CFO, Seaton will have responsibility for all financial operations. He brings more than 15 years of experience in finance, strategic planning, and business development to Talisma.

Seattle-based private investment and trust management company Laird Norton Trust has promoted Alison Yeager to vice president and client services account manager. Yeager specializes in tax, estate and financial planning, as well as stock options planning. She is responsible for the administration of investment management for agency and personal trust accounts.
Joe Figone has been appointed director of sales and marketing of the Willows Lodge, a boutique hotel opening in September in Woodinville. Figone has 15 years of hotel experience, including serving as the director of sales and marketing for the Sorrento Hotel, a title that he will continue to hold in addition to his new position with Willows Lodge.
Badgley, Phelps and Bell, a Seattle-based investment management firm, has hired Kristen Schriver as manager, institutional sales and client service. Schriver will focus her attention on introducing the firm's investment philosophy to new institutional audiences and maintaining client relationships.
Phil Boguch has been appointed to the Washington State Major League Baseball Stadium Public Facilities District for a four-year term expiring in December of 2003. He was vice president and CFO of Weisfield Jewelers, May & Co., Alpental Inc. and Preservative Paint and more recently was a broker and consultant to Major League Baseball sports franchises.
Dave Brown has joined the Portland office of Berger/ABAM Engineers as the new branch office manager. He is replacing Marvin Byington, who is taking on a technical advisor/senior project manager role for the firm.
Brown's project focus includes street and roadway design and improvement, infrastructure master planning, water supply, distribution and treatment, and site development. Prior to joining the firm, Brown worked for Otak and for David Evans & Associates.
Berger/ABAM Engineers offers services in project management, civil and structural engineering, environmental planning and documentation, and construction management and support. The firm specializes in building, public works, special structure, transportation and waterfront projects.
DEA has promoted Tom Service, the Bellevue survey manager, to vice president of the firm. He has more than 25 years experience in the land surveying profession, focusing on GPS, hydrographic and terrestrial surveys.
Linda Stroud was promoted to marketing director for Washington state, and has been named an associate of the firm. She has more than 17 years of marketing experience in the architecture and engineering industry.
Other new associates of the firm from the Bellevue office are Mike Clark, transportation project manager, Bret Forrester, senior biologist, Bill Garing Sr., transportation engineer, Gary Gervelis, land surveyor, Frank Groznik, environmental project manager, and Jeff Meyer, senior wetland ecologist.
Christopher Lilley and Michael McGavock have been promoted to partners of McGranahan Architects in Tacoma.
Lilley has been with the firm for seven years, working in project management and technology implementation. He recently completed the new city of Sultan Community Center and Library.
McGavock, who has been with McGranahan for 15 years, is programming the new high school for Arlington School District.
The firm has also added four new employees.
Tom Houha comes on board as a project architect. He is working on the design of Redmond High School. He has expertise in 3-D modeling and rendering, and renovation and modernization of commercial and educational facilities.
Mark McIntire joins the firm as a project architect. He is working on the Fawcett Plaza feasibility study for Pierce County. His range of skills includes 3-D modeling and rendering, conceptualization, graphic design and illustration. McIntire is a member of the city of Tacoma Landmarks Commission.
Ruben Nuñez, a project designer, is working on the Pierce County Adult Detention Facility. His experience includes design and modernization of commercial buildings, hospitals and education facilities. Nuñez is president of the South Sound Chapter of the Eco-Building Guild.
Dave Pool, also a project designer, is working on the planning and design of Stewart Elementary and the adjacent Karshner Museum for the Puyallup School District. He brings experience in campus master planning as well as design of hospitals, commercial and educational facilities.
Grant Parthemer joins PAE as an electrical associate with 25 years of electrical design experience in health care, commercial and retail establishments. His design experience includes lighting, power generation and distribution systems. He is working on the Oregon Shakespeare Festival in Ashland and Whitman Campus Center.
Frank Saladonis joins the firm with 25 years of experience in the HVAC industry in the field of mechanical system design and installation for commercial, industrial, and institutional facilities. He is working on the Portland International Airport seismic upgrade and the Multnomah County Library Hollywood addition.
Bill Walters joins PAE with 15 years of experience in design and drafting of electrical systems for industrial, commercial, and institutional facilities. He is working on the Louisiana Pacific tenant space in the Fox Tower and the Oregon Shakespeare Festival.

Burnstead Construction and two of its affiliate companies -- Heritage West Properties and Timarron LLC -- have hired six new employees.
Heritage West has hired Christina Carpentier as marketing/graphics coordinator and Jasa Chamberlain as interior designer. Carpentier has over eight years of experience in the building industry, including a stint with the Master Builders Association of King and Snohomish Counties. Chamberlain holds a degree in interior design from the Art Institute of Seattle.
Timarron has brought on Rose Sampson and Loren Matlick as sales coordinators for its Issaquah Highlands project. Sampson comes from Chicago Title in Bellevue and Matlick is a former district executive for the Boy Scouts of America.
Burnstead's new hire is interior designer Vicki Todhunter. She is a graduate of Bellevue Community College. Burnstead Construction is based in Bellevue.
Redmond-based E. Kent Halvorson has hired Randy Burrus as its chief financial officer. Burrus is an MBA and CPA with over 20 years of experience in the manufacturing, engineering, construction and public accounting sectors. He will focus on leading the company in its accounting and financial areas.
Absher Construction Co. of Puyallup has been named a national runner-up in the "Innovators in the Internal Revolution" category of the Inc./Cisco "Growing with Technology Awards." The awards program was designed to recognize small- and medium-sized businesses that are using the Internet and technology to succeed in the new economy. In the past three years, Absher has established a comprehensive informational web site and created a fully linked network of 85 workstations -- spread across its main-office location and more than 20 job-sites -- as well as implemented a complete project-management software system, Internet-accessible job-site video-camera capabilities and more.
John B. Lape III, an independent Portland architect, is one of 10 leaders this year in the non-residential building design and construction industry to earn the "Fellowship" honor from the Construction Specifications Institute. The award is given to those that advance construction technology, improve construction specifications, educate fellow professionals or further the institute's goals. Lape helped form the joint code/permit committee in Portland -- an assembly of private industry representatives, city officials and special interests to assist with communication on construction projects.
