Sweet Lily, a new hair salon owned and operated by Erin Harold, has opened in Ballard. The full-service salon for women, men and children is located at 3000 N.W. Market St. Harold secured financing and assistance to establish the business through the Community Capital Development Program and Seattle Women's Business Center.
Dr. Jean Futrell has been named to lead a new group of researchers called the council of fellows at the Pacific Northwest National Laboratory. The group consists of scientists, appointed by the CEO, who will serve as mentors to other scientists and researchers. Futrell has been the leader of the laboratory's William R. Wiley Environmental Molecular Sciences Laboratory since 1999.
Action Sports Media named Kevin Williams general manager for Husky sports properties. Williams will be based in Seattle and oversee sales and service of sponsorships for the University of Washington sports. Williams was previously director of sponsorship sales for the Seattle Seahawks.

Tom L. Hilyard is the new director of Pierce County's Department of Community Services. Hilyard most recently served in the state's Department of Social and Health Services and has held previous management positions with Pierce County. He will replace David Soma who resigned last month.
NetUPDATE appointed Diane Holmstrom as its new CEO. Holmstrom was recently named president of the company. Her former positions include a 10-year position with Interlinq Software. Outgoing founder and CEO Tom Gonser will continue at NetUPDATE as a member of the board of directors. The Redmond business is a software services company providing networking solutions for the mortgage industry.
Lynden Air Freight named Sam Morgan to head its new station in San Antonio, Texas. Morgan will serve as district manager. Lynden's San Antonio location is the company's fourth in Texas. The Seattle-based shipper operates a network of 65 offices worldwide.
Edmonds Community College's Small Business Development Center received an Innovations Award from the Washington State Department of Community, Trade and Economic Development for its e-commerce development program. The program educates small business owners in Snohomish County about how to use the Internet to implement a business plan and strategy. The ECC Small Business Development Center is supported by the U.S. Small Business Administration and is part of the Washington Small Business Development Center network. Since the program began in July 2001, more than 60 small business owners have used the program.
Alex Endzell has joined Mercury Online Solutions as its technology development director. Endzell was previously with Industrial Systems. Endzell will generate upgrades to network software and develop additional applications for the Bainbridge Island provider of Web-based in-store display networks.
Dr. Mario Ehlers has joined the management team of Pacific Biometrics as chief medical officer. Most recently, Ehlers served as chief medical officer for Restoragen in Lincoln, Neb. Pacific Biometrics provides specialized central laboratory and contract research services to support pharmaceutical and diagnostic manufacturers conducting human clinical trial research.
