John Massett has been certified as technical director to oversee Materials Testing and Consulting's nationally accredited Centralia laboratory and office. Massett has been with the company for four years, most recently as regional manager for its southwestern Washington operations. The company performs geotechnical engineering, construction testing and inspection services from three offices in the Puget Sound.
Quadrant Homes earned first place honors at this year's APEX Award competition, held Nov. 4 in Las Vegas. Quadrant won the Leadership and Management Practices category, and was cited for fostering a safe and healthy work environment. Quadrant is a subsidiary of Weyerhaeuser Real Estate Co.
The Spokane campus of Washington State University named James Dalton director of finance and budget. His 20 years of finance experience includes work for the U.S. Treasury's Office of Thrift Supervision and Sea-Tac International Airport. Washington State University Spokane is the urban campus of Washington State University.
James Rogan, former California congressman and director of the U.S. Patent and Trademark Office, has joined Preston Gates & Ellis. Rogan will work in the firm's California and Washington, D.C., offices, focusing on intellectual property litigation and policy practices. He will counsel clients with patent prosecution and dispute matters nationally and internationally. Preston Gates is based in Seattle.

Dow Hotel Co. promoted two associates. Paul W. Gleason III is now Doubletree Hotel Bellevue's director of sales and marketing. Theresa Gramlich has the same title at the Sheraton North Houston in Texas. Gleason will help convert the Bellevue hotel to the Hilton brand to reflect the recent ownership change. Dow Hotel is based in Seattle, and owns and manages hotels.
Software company Insightful Corp. named Ron Faith vice president for a text analysis and search application. Giovanni Marchisio was promoted. As a vice president, Marchisio will oversee software research and development. Insightful is based in Seattle and has offices in France, Switzerland and the United Kingdom.
Group Health Cooperative elected to its 11-member board Ruth Ballweg, Bruce Eldredge, Ira M. Fielding and Bob Margulis. Jean Muir is chair of a standing nominating committee. Group Health is a nonprofit health care system based in Seattle.
U.S. Agriculture Secretary Mike Johann appointed Jon DeVaney Washington state director of USDA Rural Development. DeVaney is deputy district director in U.S. Rep. Doc Hastings' Yakima office. Rural Development's goal is to increase economic opportunities in rural communities, with grants and technical assistance.
