Foster Pepper lawyer Greg Guedel, a member of the litigation and construction practice groups, has been named to the board of directors for
Former Seattle mayor Norman B. Rice was named distinguished visiting practitioner-in-residence at the University of Washington Evans School. Rice will create and lead a new seminar series on civic engagement for the 21st century, supported by a gift from Boeing. Rice is vice chairman of Capital Access, an investment banking firm focused on helping communities and sustainability issues. The new series will look at how to apply the principles of civic engagement to issues such as homelessness, racial inequities, immigration and religious expression.
Preston Gates has added John H. Chun a partner in the Seattle office. Chun joins the labor, employment and benefits practice group and will focus on employment and commercial litigation, including class action defense work.
Dry Soda, a beverage company based in Tacoma, named Jeanette Thebeau as chief marketing officer. She brings advertising and marketing experience from the retail, restaurant and beverage industries. Dry Sodas have intense natural flavors.

Deb Eddy, former executive director of the Suburban Cities Association, has joined PRR in Seattle as a senior associate for public affairs and public policy. She will focus on negotiations between governments, agencies and local communities. At SCA she helped 37 cities work with King County on issues from transit policy to human services.
Denny D. Elvins, Puyallup, was elected president of the Western Washington Fair Association. Jerry D. Larson, Puyallup, was elected to the board. Other officers include: David R. Campbell, vice president; Paul E. Anderson, secretary; W. David Schodde, treasurer; and Kent R. Hojem, manager. Elvins has been in the commercial real estate and investment industry for 11 years and works with Gateway/Commercial.
Rodolfo Arevalo, provost at the University of Texas-Pan American, was named the 25th president of Eastern Washington University. He will be the school's first Latino president. The appointment takes effect April 1. Arevalo succeeds Stephen M. Jordan, who left last June to head Metropolitan State College in Denver.
Citel Technologies, a Seattle company that helps clients incorporate IP telephony, announced Leigh Fatzinger has joined the company as vice president of marketing. Fatzinger was executive director of marketing for Adaptix.
