Cascade Bank has hired Jerri Pavitt as business banking vice president at its Bellevue branch and Robin Stinardo as internal audit manager at its headquarters in Everett.
William J. Stokes has been appointed CEO of Advanced Medical Isotope in Spokane. The company develops products used in the diagnosis and treatment of cancer. Stokes was founder and president of the Columbia Basin Consulting Group and worked for the Department of Energy in non-reactor nuclear facilities.
Nancy DeLuca has joined EvergreenBank as commercial relationship manager for its Bellevue office. She was with Banner Bank.
Jobster has promoted Todd Leeson to vice president of marketing. Jobster, which operates an employment Web site, is based in Seattle.

Phillips Law Group in Seattle has hired attorney Thomas E. Loeser. He was a federal prosecutor in the U.S. Attorney's Office for the Central District of California in Los Angeles.
The Port of Sacramento has chosen Seattle-based SSA Marine to operate its port terminal in West Sacramento until 2016.
Cascade Bank of Everett plans to open a new branch at 15235 Aurora Ave. N. in Shoreline next summer. The branch will be managed by Jeff King.
The city of Kent has hired Jeff Watling as director of parks and recreation and community services. He fills the position left by John Hodgson, who was appointed the city's chief administrative officer. Watling was director of parks and recreation in Sammamish.
Williams Marketing, a Seattle-based company that offers real estate services, marketing and sales, has hired Michael Teather as general manager. He was chief operating officer for Hog Wild Toys in Portland, and general manager and operations manager for Continental Brass/Ottens Products in Portland.
Coldwell Banker Bain will open two new offices in the Tacoma area. They will be at 1 Tacoma Avenue in the Stadium/Uptown district, and the Westgate shopping center at 2405 N. Pearl St. The regional office will be located at the company's current University Place location, 3560 Bridgeport Way.
The San Francisco-based commercial real estate brokerage GVA Whitney Cressman will merge with Seattle-based GVA Kidder Mathews. Both companies are affiliates of GVA Worldwide, a global real estate organization with 120 offices. The merged firm will be named GVA Kidder Mathews. Jeffrey Lyon will be chairman and CEO of the combined organization. The San Francisco office will add about 40 percent more office space to its current location at Two Transamerica Center, 505 Sansome St. Lyon said the firm eventually plans to have five or six offices in Northern California.
