PBS Engineering + Environmental hired Tom Mergy as an environmental services manager in Seattle. A geologist, Mergy has 22 years of experience as an environmental consultant with emphasis on due diligence assessments, hydrogeological studies, environmental compliance, and remedial investigation. He has worked with government, manufacturers, developers, and petroleum and pipeline companies in the Pacific Northwest.


Osborn Consulting of Bellevue hired Chun Ho Chen as a project engineer and Marie Phelan as a water resources engineer. Chen has 10-plus years of experience as an engineer. He specializes in transportation projects, focusing on stormwater water quality and capacity. Previously, he worked on regional roadway projects and has designed stormwater solutions for transportation systems. Phelan will support projects, with a focus on low-impact development, surface water modeling, geographic information systems integration and sustainable design. Osborn focuses on surface water engineering and analyses.

Tetra Tech INCA hired civil engineers Dean Franz, Jerry Liu and Ebony Go in its Bellevue office, and promoted Moein El-Aarag to manager of the structural department in Bellevue. Franz has 26 years of engineering and project management experience, including planning, design and construction of design-build projects. Liu has 18 years of experience in transportation, including traffic engineering, traffic study, roadway design, construction, and design-build engineering. Go has 13 years of experience, including highway, roadway and interchange design, site development, drainage, sewage and water supply systems, and minor structural designs. El-Aarag has 14 years of experience as a bridge engineer and project manager, including planning, design and construction support, seismic retrofit, and rehabilitations and upgrades. His department handles navigation, flood control, bridge and construction management projects. Tetra Tech INCA provides transportation planning/engineering, structural engineering, navigation, flood control, mechanical, electrical, construction services and surveying for public agencies.

Jacobs Associates promoted Sam Swartz to lead associate based in the Seattle office. He has 13-plus years of civil engineering experience, including in precast concrete segmental lining systems and also tunnel linings, analysis of settlement above tunnels, and geotechnical assessment of ground conditions. Swartz is providing design support for University Link for the civil engineering firm.
Van Ness Feldman elected Richard Agnew as chairman, effective Jan. 1, 2012. Agnew joined the firm in 1991, serves on its Executive Committee and manages the Seattle office. He succeeds firm co-founder and current Chairman Howard Feldman. Feldman will remain active, continuing his law practice and advising the firm on financial matters.
Littler Mendelson, an employment and labor law firm representing management, added four attorneys in the Pacific Northwest. Tahl Tyson and Pam Salgado have joined as shareholders, and Deidra Nguyen and Breanne Sheetz have joined as experienced associates in the Seattle office. The firm has 825 attorneys and 52 offices nationwide.
Wells Fargo promoted Mary Knell to division manager for the new Commercial Banking Washington Division. Knell will continue to manage the Wells Fargo Seattle and Tacoma regional commercial banking offices and will assume responsibility for the Spokane, Bellevue, Yakima and Vancouver commercial banking offices. Knell has 34 years of financial services experience and was recently regional manager of the Wells Fargo Seattle Regional Commercial Banking Office.

Columbia Bank hired Dakoda McKennon as branch manager in Port Angeles. McKennon will expand Columbia's presence in Clallam County and prepare for opening a freestanding branch. McKennon has worked for JP Morgan Chase and Washington Mutual.



Magner Sanborn, an advertising, brand design and marketing firm in Spokane, hired three staff members. In Spokane, Katie Harnetiaux is an account supervisor and Eric Dahl is director of digital. Josh Burns is a copywriter based in Seattle.
Rosehedge/Multifaith Works, a provider of housing, health care and services for King County residents living with HIV/AIDS, has a new leader. Arthur Padilla, executive director for six years, has left the agency. James Marshall-Ward will serve as interim executive director. Marshall-Ward started at Multifaith Works as a CareTeam volunteer in 1998 and joined the staff in 2000. He is director of human resources and integration.

Dan Matheson joined the Seattle office of Skanska USA Commercial Development as senior development manager. Matheson has managed development projects for nearly 20 years; previously with Intergulf Development Group in San Diego. At Skanska, he oversees entitlement, manages project budgets, and coordinates permitting, construction and development schedules. He holds a bachelor's degree in business administration from the University of Puget Sound.


Brad Hayes of Sellen Construction and Rick Workman of Lease Crutcher Lewis are new members of the AGC Education Foundation board. Hayes, a senior vice president at Sellen Construction, has been with the company for 22 years. He holds a bachelor's degree in construction management from the University of Washington. Workman is a 21-year construction professional, with Lease Crutcher Lewis since 2004. He holds bachelor's degrees in building construction, and design and planning, from the UW.
The Construction Managers Association of America Foundation awarded a $3,000 scholarship to Washington State University student Nicole Johnson. Earlier this year, Johnson won $2,500 in scholarships from the local chapter. She is majoring in construction management.
