Tacoma-based JayRay hired Brandi Monson to the public relations advising team. Monson was public relations specialist and managed marketing communications for Pacific Lutheran University's Continuing Nursing Education Program. JayRay offers branding, advertising and strategic communications.

Seattle-based law firm Helsell Fetterman hired attorney Shelley Buckholtz as of counsel in the business, real estate and tax practice groups. Buckholtz has served numerous industries, from professional services to natural resources and agriculture. Helsell Fetterman provides civil litigation, business and family law.
Executive Dow Constantine appointed Betsy Jones to lead King County's policy on health and human services. Jones is director of product development for Community Health Plan of Washington and will succeed Anna Markee who was the executive's interim health and human potential policy advisor.

Timothy G. Bretz joined HDJ Design Group as its third principal, filling the vacancy created by Brian Hoppers' retirement. Bretz will be in the Pasco office as an operations principal helping to grow business in eastern Washington. He is a contractor and has 30-plus years of civil engineering and construction experience, including in residential and commercial development, public works, construction management and surveying. He also has experience in project development finance and has been an owner's expert witness.

Jacobs Associates engineering firm promoted Jeremy Johnson in the Seattle office to lead associate. He has 15 years of experience in geotechnical, civil, and environmental engineering. He has done geotechnical and structural engineering analyses for projects that include the Fremont Siphon.
WHPacific hired Gail Hedden as human resources business partner, supporting employees in the Alaska and Oregon offices. She has more than 18 years of experience in human resources in industries that include software, retail and civil engineering and in venture capital. WHPacific provides architecture, building engineering, land development, landscape architecture, surveying, scanning and water resources.
The Blueline Group hired Katy Mitrofanov as a planning coordinator. Mitrofanov has more than five years of planning experience on residential, commercial, and public works projects. Blueline provides civil engineering and land use planning.
Scott Ward joined Jensen Maritime Consultants as a naval architect in the new office in New Orleans. He has experience in design review, project management and operations, and previously worked at American Bureau of Shipping. Jensen is headquartered in Seattle.
