Jennifer Navva Milliken will join the curatorial team at Bellevue Arts Museum as curator of craft. Milliken is a Woodinville native who studied at Western Washington University before earning an MA at Hebrew University of Jerusalem. She founded Inter Alia projects, an independent curatorial practice. Karin Kidder will join BAM as director of marketing and communications. Kidder has worked in international marketing and business development.
Fife City Manager Dave Zabell is leaving to become city manager of Pasco. Zabell will remain with Fife through Aug. 12. He has worked for almost four years on Fife's City Center project, south campus master plan, economic development, budgeting and the jail.
Gov. Jay Inslee appointed Carol Landa-McVicker of Spokane to the Washington State Board for Community and Technical Colleges. Landa-McVicker is past board chair of Community Colleges of Spokane and was an analyst for Spokane County involved in labor relations, training and diversity.

The Washington State Transportation Commission elected Anne Haley of Walla Walla as chairman, succeeding Dan O'Neal of Mason County. Joe Tortorelli of Spokane is vice-chairman, replacing Tom Cowan of Lopez Island. Haley has 30 years of experience managing libraries and chairs the board of Brown & Haley in Tacoma.
Vega Consulting has been acquired by Artech Information Systems, a staffing and professional services firm based in Cedar Knolls, New Jersey. Vega was founded in 2003 by Gunilla Luthra and provides consulting and staffing services in the Northwest. Artech has 23 locations in the U.S., India and China. Vega will keep the Vega name and management. John Pope has been named regional vice president.
The executive director of Washington Poison Center, James Williams, has resigned to pursue other endeavors. Carrie Ulvestad will be interim executive director. Alexander Garrard, PharmD, DABAT will join as clinical managing director. Garrard worked at poison centers in New York and Florida, and at the CDC on public health policies.


Red Lion Hotels has named Phil Lovas and Mike Castro as regional vice presidents of lodging development to support the franchise team as the company expands nationwide. Lovas has more than a decade of experience, most recently for InterContinental Hotels Group where he was regional director of franchise development. He also worked for Cendant Corp. on development and conversion projects in the Mountain West. Castro has been with Red Lion since 2010, most recently as vice president of brand services. He also worked for Sage Hospitality, CSM and Hilton Hotels. Red Lion has 53 hotels.

Edmonds-based The Hotel Group hired Jake Fischer as vice president of development. He will focus on buying, developing and managing property in eastern states. Fischer worked at The Hotel Group before and most recently worked for MIG Real Estate finding hotel acquisition and development opportunities and managing properties. The Hotel Group owns more than 30 properties in 10 states.
Low Income Housing Institute's Ernestine Anderson Place at 2010 S. Jackson St. is a finalist for a Readers' Choice award from Affordable Housing Finance Magazine in the senior housing category. The building has 60 units for seniors with incomes at 50 percent or below the area median. Sound Mental Health provides supportive services on site, and Operation Nightwatch is the community partner. Runberg Architecture Group was the architect and Walsh Construction Co. was the general contractor. Other team members: KPFF, Quantum Consulting Engineers, PanGeo, Rushing Co., Otto Rosenau and Associates, JGL Acoustics, Trinity ERD, Glenn Takagi Landscape Architect, NAC|Architecture and Koryn Rolstad Studios.
