Gray Lumber Co. in Tacoma promoted Alison Skinner and Blake Fransen in the accounting department, and hired Guy Thrall in contractor sales. Skinner oversees accounts payable and human resources, and is a fourth generation Gray family employee. She holds a bachelor's degree from Pitzer College and an MBA from UW Tacoma. Fransen is also a fourth generation employee. He coordinates the marketing department and holds a bachelor's degree from the University of Washington. Thrall has been in the construction industry since 1984, specializing in commercial construction. At Gray, he is focusing on residential and light-commercial construction.

Utilities and Transportation Commission

The state Utilities and Transportation Commission named Sean Mayo director of pipeline safety. Mayo is a 24-year veteran of the U.S. Army, where he was responsible for operational and tactical safety, including hazard identification and mitigation. He holds a bachelor's degree in business administration from Trident University and a master's degree in leadership from the University of Texas at El Paso. The UTC regulates the safety practices of 31 pipeline operators and more than 48,000 miles of hazardous liquid and natural gas pipelines.

Seattle City Light

Hamilton

Seattle City Light has named Sephir Hamilton its engineering and technology innovation officer. Hamilton will lead a team of nearly 250 professional engineers, project managers and staff who run the electric transmission and distribution system. He has been interim officer, and also was chief of staff at SCL. Before that he worked at Central Hudson Gas & Electric in Poughkeepsie, N.Y.

Washington State University

Mathew Jeffries, academic coordinator in Washington State University's College of Education, is now director of WSU's Gender Identity/Expression and Sexual Orientation Resource Center. He succeeds Heidi Stanton Schnebly, who has taken a job at Eastern Washington University.

Spokane-based Bernardo|Wills Architects promoted Dell Hatch to principal, and David Hipp, Charles Horgan, Mike Stanicar and J. Ryan Zane to associate principal, and they have become shareholders. Hatch's work in landscape architecture focuses on master planning and includes the design of parks, recreational complexes, higher education campuses, K-12 schools and public spaces. His projects include McEuen Park in Coeur d'Alene, Idaho. Hipp focuses on military, office and retail projects. He is working on WSDOT's North Central Region facility in Wenatchee. Horgan designs K-12 schools and other public projects, including classrooms for Summit School in Spokane Valley. Stanicar has nearly 20 years of experience, specializing in retail, office, financial, medical/dental, master planning and land-use entitlements. His work includes Bedrock Plaza in Lewiston, Idaho. Zane designs health care facilities, including North Idaho Dermatology Medical Office Building in Coeur d'Alene. Bernardo|Wills provides architecture, interior design, landscape architecture and master planning.

In Seattle, Parametrix hired Anne Timmermans as a senior consultant. She has over 10 years of experience, and was with Jacobs Engineering. She is in the community building group at Parametrix providing program management/construction management. The firm provides engineering, planning, environmental science and construction management.

Tukwila-based Pacific Rim Environmental hired Melanie Bryce as a senior project manager. Bryce rejoins the firm after spending 13 years with URS and Arcadis US. From 1992-2004, she was operations manager at Pacific Rim, an environmental consulting and laboratory business.

In Seattle, Ankrom Moisan Architects promoted to senior associate David Glassman and Michael Willis in the architecture department, Melissa Fedorchenko and Lindsey Schuldt in the interiors department, and Alison Doyle in the human resources/operations department. Glassman has over 35 years of architecture experience, and is technical advocate on projects at AMA. Willis has 25 years of experience. He was project manager for Cyrene Apartments and project manager/designer for Beryl Apartments in Seattle. Fedorchenko has worked in interior design for over 11 years. She is working on Leeward Apartments and a residential high-rise for Vulcan at Fifth and Lenora in Seattle. Schuldt has 10 years of experience. She works primarily on bank projects and tech firm TIs. Doyle has 13 years of experience. She is working with the HR team on the performance review process.

In Seattle, Sazan Group hired Diana Fisher and Devin Ball as mechanical designers. Fisher has experience in HVAC and plumbing design, and a bachelor's in mechanical engineering from Gonzaga University. Ball has a bachelor's in mechanical engineering from Seattle University. He has worked on HVAC projects for offices and schools. They were mechanical interns at Sazan, which provides mechanical, electrical, and fire protection engineering, information technology systems consulting, commissioning, value engineering, and owner representation services.

In Seattle, Environmental Science Associates hired Linda Amato as Northwest transportation director to lead projects and strategic initiatives. She has over 30 years of experience managing transportation-focused environmental documentation and leading public outreach, and has worked with transportation agencies. ESA is an environmental planning and design firm.
