Eric Toews was named deputy director of the Port of Port Townsend. Toews has been with the port since 2016 as project manager and in-house counsel. In 2010, he helped develop the port's first strategic plan as a consultant.

Utpal Passi is the new deputy director of operations for the Oregon Zoo in Portland. Passi was vice president of guest relations at the Philadelphia Zoo. Prior to that, he worked in food service management for Sodexo.

Ryan Lambert is the new editor-in-chief at Puget Sound Business Journal. Lambert succeeds Emily Parkhurst, who became PSBJ's publisher and market president. He joined PSBJ in 2014, and was creative director and sections editor for the last two years.

Corey has more than 30 years of financial and operations experience, including CFO stints at JH Capital Group and Consolidated Smart Systems. Hopkins is an entrepreneur and technical consultant with a focus on nonprofits that empower youth development.

Marchex

Seattle-based mobile advertising analytics company Marchex bought Callcap, a call monitoring company in Wichita, Kansas. The deal was valued at $35 million in cash and stock.

In Seattle, McKinstry hired Julie Milner as talent development director and Karen Vogel as human resources operations director. Also, it promoted Alli Burton to director of talent acquisition, Hendrik Van Hemert to technical services director, Geremy Wolff to technical services business development director, Scott Esher to operation manager for commissioning, Lauren Fruge to operations manager for energy management, Ryan Dickerson to operations manager for facility assessments and Jake Landsiedel to program manager for measurement and verification. Milner has nearly 30 years of experience in consumer goods and health care — specializing in training, employee and organizational development, strategic workforce planning and change enablement. She oversees employee training and development. Vogel has several decades of experience in human resources for Nordstrom, WatchGuard Technologies and Liberty Mutual. She will work on employee benefits and optimizing systems that power the benefits. Burton has 15 years of recruiting experience, including as a talent acquisition partner at McKinstry. She now drives recruiting efforts across McKinstry nationwide. Van Hemert oversees Northwest technical service offerings and leads business planning, strategy and financial management. He also continues to lead the firm's issue management services. Wolff leads technical services sales and development in the Northwest, which includes Washington, Oregon, Idaho and Montana. He works with clients to assess building operational performance, identify needs and risks, and propose technical services. Esher leads Northwest commissioning teams with a focus on enhancing cross-region tools, process and approaches. He has over 15 years of project management and engineering experience, including as a U.S. Navy nuclear engineer. Fruge is responsible for the firm's powerED and active energy management offerings in the Northwest with an eye on growth in Oregon and the Inland Northwest. Dickerson oversees the delivery and growth of McKinstry's facility condition assessment offerings in the Northwest, and has nearly 20 years of experience in project development. Landsiedel leads measurement and verification for technical service clients in the Northwest. He is charged with streamlining processes and integrating programs into an optimized regional approach, and has over 12 years of experience.

In Seattle, FSi consulting engineers hired Rick Himmel as a senior associate, Ellisa Lim and Sam Douglas as mechanical engineers, and Barbara Medina as an intern. Byron Spears joined FSi as a senior mechanical engineer in Baltimore. Himmel has 34 years of experience, with recent projects for Facebook, Microsoft, Amazon and Overlake Hospital. He is working on a facility for 3D printing of aircraft components. Lim has nine years of experience focused on energy-saving retrofits for clients, including the city of Seattle, University of Washington and the state of Washington. Douglas has five years of experience and is working on the expansion of King County Transit's South Base. Medina has bachelor's degrees in mechanical engineering and teaching from Seattle University. Spears has 26 years of experience and is working on upgrades to the Cardinal Laminated Glass Plant in Ocala, Florida. FSi provides mechanical engineering, with an office also in Spokane.

Bellevue-based Guidant Financial in January will open an office in Boise at 9196 W. Emerald St. Jeremy Ames, president and co-founder of Guidant, will lead the new office, which is expected to have nearly 100 staff in 2-3 years working in sales, customer service and administration. Guidant provides financing for small businesses.

Global Health Care

Bellevue-based Global Health Care says it made a substantial investment in Cygnus Design of San Diego. The deal puts GHC founder/CEO Peter N. Grant on Cygnus' board, and Cygnus founder/CEO Steve Aitchison is now senior vice president for technology at GHC. Cygnus has worked with GHC since 1999, coordinating with internet technologies and marketing. GHC administers conferences, webinars and trade shows for the health care industry.

In Seattle, Lease Crutcher Lewis hired Marya Granger-O’Neil as administrative business manager; Jordan Gevers as marketing manager; Jacob Boyd as VDC coordinator; Patricia Rangel as operations assistant; Kris Bogar and Scott Kihara as project engineers; Charles Rasmussen and Harlan Perkins as superintendents; and Sean Sumner as field superintendent. Granger-O’Neil has more than a decade of office management experience and ran an employment agency. Gevers spent 14 years in marketing, including nine at engineering and architecture firms. Boyd was an estimator, project engineer and VDC coordinator for four years. Rangel has 17 years of construction administration experience. Bogar has three years of construction experience and holds a bachelor’s degree in construction management from Washington State University. Kihara interned at Lewis and recently earned a bachelor’s in physics at the University of Washington. Rasmussen has been in construction since 1996 and focuses on healthcare projects. Perkins has more than 20 years of construction experience and used to own a construction firm. Sumner is a 20-year carpenter and supervisor.
