City OKs park boulevard, new rules for Capitol Hill

The City Council voted unanimously on Monday to turn Bell Street between First and Fifth avenues into a park boulevard, and to preserve the character of Capitol Hill's main commercial district.

New rules for the Pike/Pine neighborhood encourage more mixed-use projects and housing; promote development that is compatible with existing building; encourage retaining so-called “character structures” that are 75 years or older; and help retain small businesses as well as and art and cultural uses.
