Three years ago, Bellevue hotel investor Rajbir Sandhu paid $8.5 million for the corner property at 1121 Stewart St. in the Denny Triangle. The prior Chinese-backed owner had sought to develop a high-rise condo and hotel project. Sandhu's Nipo Downtown Hotel Inc. instead proposed a smaller 16-story hotel and residential tower.
