Seven years ago, an investor paid $750,000 for a Ballard corner parking lot at 5020 15th Ave. N.W. Now the city has issued a SEPA determination of non-significance for a planned new five-story boutique office building. That clears the path to a master use permit for the project, which didn't require design review because it's in the Ballard Interbay Northend Manufacturing & Industrial Center (BINMIC).
