25-story apartment tower could replace U District gas station

The possible development site is two blocks west of the light rail station.

Like most gas stations, the Shell corner at 1013 N.E. 45th St. in the University District is on the state Department of Ecology's list of polluted sites. It's also a stone's throw from U District Station, where light rail service will begin this fall. And that half-acre property, at 11th Avenue Northeast, is zoned up to 320 feet.
