The state Department of Ecology recently issued a determination of no further action (NFA) for a half block in the Rainier Valley. In past years, it was variously home to a gas station, plastics manufacturer, auto shop, bottling works, rust-proofing business, Allied Furniture Clinic, and a dry cleaner. In other words, dirty. But owner Lake Union Partners has a yet-to-be-implemented remediation plan for 1700 21st Ave. S., where an eight-story, 158-unit apartment building is proposed. The NFA will apply once remediation is done.
