400 International District units take shape, under Tiscareno and Mill Creek

One garage entry will be on 10th (left), with another amid the retail bays facing Jackson.

Mill Creek Residential Trust plans to split the old Asian Plaza complex, then redevelop its west corner portion, at 1032 S. Jackson St. in the International District. With Tiscareno Associates, the plan is for a midrise project with 400 units, retail and 240 mostly underground parking stalls. Longtime landowner the Chinn family hasn't yet sold; for now, it'll keep the east corner, at 12th Avenue South.
