No buyer has emerged yet for the midblock parking lot at 815 Ninth Ave., directly west of St. James Cathedral. Kidder Mathews is offering it, with a sale likely to follow a master use permit. To expedite that, the seller, broker and Caron Architecture are taking a midrise apartment plan through design review. The next presentation, in a virtual meeting, will be on Sept. 28.
