290 units, in two buildings, take shape at St. Luke's in Ballard

The long-planned redevelopment of the St. Luke's Episcopal Church property in Ballard has two components: east, with 84 permanently affordable units; and west, with 206 units, both affordable and market-rate. The east plan recently applied for its master use permit; it's already passed through administrative design review. (The west plan, also through design review, applied for its MUP in August; we'll recap that below.)
