Saratoga ducks Hearing Examiner challenge to its 19-story Belltown apartment tower

For over three years, Saratoga Capital and architect GGLO have been planning to redevelop the corner at 2616 Western Ave. with a new Belltown apartment tower. The plan now stands at 185 units and 19 stories (including the penthouse). The city approved the design in July, and a master use permit seemed near — if not the demolition of two old structures and an actual groundbreaking.
