Velmeir pays almost $11M for site where PCC, apartments are planned

The Madison Valley redevelopment saga for 2925 E. Madison St., aka the City People's Garden Store (now closed), goes back some seven years — including two appeals to the city Hearing Examiner. But developer Velmeir has all its permits in place for a planned new PCC with 82 apartments on top.
