Major apartment project planned north of Northgate

When the shopping center sold two years ago for over $34 million, Northgate Village — with no connection to Simon Property Group's Northgate Station, its near neighbor — seemed a puzzling buy for Balboa Retail Partners. Its main tenants are longtime retailers T.J. Maxx and Big 5 Sporting Goods.
