Terminal 91 redo to include vital bridge fix

Northbound walkers and riders await their turn at the one-way bridge ramp.

The worst parts of cycling from the downtown waterfront to Ballard, from an engineering perspective, are the Ballard Bridge and the Terminal 91 Trail bridge. The former is the city's problem to fix, many years from now, and probably not until after Sound Transit finalizes its light rail route to Ballard.
