After fire, First Hill corner only gains in value

When an affordable housing building burns, what becomes of the affordability agreement with the city? Most identified with the longtime First Hill watering hole Vito's, the low-income apartments at 823 Madison St. suffered substantial damage after a major fire in June of last year.
