What was once planned ...

There is no master use permit for the modular apartments once planned to replace Capitol Hill's venerable City Market, at 1722 Bellevue Ave. Would-be developer Juno, based in the Bay Area, has been off the radar for well over a year, and the land remains in the hands of longtime owner the Gietzen family.
