Almost four years ago, Canadian firm Burrard Group paid about $8.8 million for an old tear-down building at 2407 First Ave. , where the Low Income Housing Institute then had its offices. Plans then emerged under Swiss architect Herzog & de Meuron and local shop Hewitt for a 10-story building to have 129 apartments and 37 extended-stay hotel rooms. The master use permit came in March of last year for what Burrard calls Archetype Belltown.
