Kimco Realty began mulling new uses for its 43-acre Marketplace at Factoria before the Great Recession. By 2018, it had secured a master development permit from the city of Bellevue. The general notion then was to first add apartments, then later possibly more retail, a hotel and finally more apartments. Then came the pandemic.
