Crest Holdings is planning two phases of apartment development on a downtown Bellevue site it doesn't yet own, at and around 919 109th Ave. N.E. A deal for the roughly 1.3 acres, on the block mostly occupied by the Pacific Regent retirement community (which will remain), should follow final permits.
