WSDOT wants your zero-carbon ideas for WOSCA strip in SoDo

What's the WOSCA strip? A now vacant patch of land, once home to the Washington Oregon Shippers Cooperative Association and, later, Gerry Sportswear. The nearly 4-acre expanse at 1051 First Ave. S. in SoDo was acquired by the state Department of Transportation back in 2009. That deal was in anticipation of the future viaduct replacement tunnel. (Its south portal now lies to the west.) The land was mostly used for construction staging until last summer, when the few remaining old industrial buildings were razed.
