No design review? Harrell says let's try it for 3 years, in these areas

Announced last year, Mayor Bruce Harrell's Downtown Activation Plan is a many-tentacled thing. In an effort to lift downtown out of its post-pandemic doldrums, changes have been proposed to industrial zoning, Third Avenue's zoning and for the easier conversion of old office buildings to apartments.

All those measures are headed to likely approval — or have already been approved — by the City Council, following the usual environmental impact statements, public hearings and municipal process.
