Monarch opens 80 Columbia City units to renters

Cyzner Properties West and Charter Construction began working on the newly opened Monarch apartments two summers ago. That five-story, 80-unit project replaced the old Pho Bo restaurant at 3710 S. Angeline St. That's on the corner of Rainier Avenue South, in the heart of Columbia City.
