Twelve months after a fire at a Capitol Hill construction site, the substantially completed apartment project at 614 13th Ave. E. is for sale. The listing for the five-story, 20-unit Dover apartment building popped up this week. Orion Commercial Partners is the broker, with no stated asking price.
