SEATTLE — Plans emerged five years ago from Cyzner Properties West to put up an eight-story, 29-unit apartment building on a tight corner site. That would be 300 11th Ave. E., to replace two old houses on the corner of East Thomas Street.
It's an attractive property, only a five-minute walk west to Capitol Hill Station. But it's also quite small, with only 4,868 square feet. Architect SHW took the plan through design review, then it stalled without a master use permit.
